But when I use it in character creations, its letting me select any tool proficiency. How do I eliminate the other choices from showing up in character creation?

Sorry... I don't really get how to do that. I'm trying to work with this... (atm only lyre is in the list, but everything is still showing up)
Add modifiers to your Background to display skill and tool proficiencies and known languages.
To specify a granted background proficiency, add the single proficiency below. To specify a list of possible proficiencies to choose from, add all of those proficiencies below.
As detailed in the rules for backgrounds, if a character would gain the same proficiency from two different sources, he or she can choose a different proficiency of the same kind (skill or tool) instead. This will happen automatically in the character builder.
If your character already has lyre proficiency from a different source (say, your class or race, or a magic item), your background will allow you to pick any tool proficiency.

How do I add specific selections in a background?
I have it as
Proficiency - Choose a Tool - Lyre

Choose a tool allows you to choose any tool. If you want a specific tool, such as a lyre you would do the following:
Modifier: Proficiency -> Submodifier: Lyre.
