Hello dear Brewers, I was making a custom version of a vampire transformation for one of my player, basing it of Grim Hollow's book, and, for the first stage of this transformation, the PC gets a +2 to dex, and a +1 to cha in addition to many other things, tho those bonus are only up to 16.
So my question is, with the modifier, is there a way to cap the bonus to not go above 16?

What do you want to happen if the character already has 17 or higher in the ability? I'm thinking (but not willing to homebrew it & find out) that Sposta's method may give you funky math like a Dexterity of 20, plus 2 for Vampirism, equals 16. Barkskin may have a clue for a alternate path to success, but calculating AC is strange beast in 5E, and a lot of homebrew options in one category on DDB aren't available in other categories of brew.

Yes, that is the drawback to that method.
You can either give a bonus without changing the cap, set a fixed number, or leave it as plain txt and trust the player to appropriately adjust things themselves manually, directly on their character sheet.

Yes. You have to add another modifier which makes it such that it lowers the cap for those Abilities from 20 to 16:
Modifier: Bonus->Subtype: Ability Score Maximum->Ability Score: [ability]->Fixed Value: “-4”
