I cant seem to access or create homebrew on mobile... Just trying to see if the zendicar vampire race was on here
The zendikar vampire would not be on there. It's not official D&D content so you can't buy it but because the creator of the planeshift articles hasn't published it, it won't be on the homebrew list.
To get the zendikar vampire race, you would have to homebrew it yourself.

edit FROM mobile specifically was trying to see if someone had made an equivalent to the zendikar vampire

D&D Beyond FoundersHomebrew isn't included in the D&D Beyond mobile app.
That may happen at some point in the future, but for now you can access the website (and homebrew) from your mobile device by using your browser. :)
