The false, those who prayed to false gods, the faithless, those who disbelieved in the gods, and the forlorn, those who committed succide, are given to the Judge of the Dead, as is their ancient promise demands. Those that move on, move to the outer planes... Now, some merge onto the planes that best fit their ideals, those promised to gods move to merge with them, but why not other ancient promises exist? Maybe the souls of wizards are destined for Mystra, and maybe the mantle of Sun God gets their own trickle."
*The fate of the faithless, false, and forlorn is canon, so is that some move to merge with their planes while others to their gods as well. Mine is that Mystra is promised souls as a god of magic. Also, bonus: the reason gods, devils, demons, nearly everyone hates undead is that they 'steal' a soul that would merge with a god or power and instead keep them stuck in a zombies' body.*
