Flint uses the fountain to fill up the Decanter of Water Purification and then leads the way to the poorest area of town.

Flint then drags the barrel into the sewer to fill it up quickly, and then purifies the water with the decanter. He probably needs help to carry it though, as those skinny arms were not made for carrying barrels...
