Kind of crazy. I can't think of a single use for something this powerful, honestly. Any fight will be a wipeout by default, so there's no point in combat.

I did look, but there's no point in reading any spell beyond 9th level since PCs can't use them, so they're purely monster abilities.
I won't comment on your choice of storytelling, but I will say that if the fight is in the background you don't need to roll the dice, so there's no point in stats.

Not very good, unfortunately. Enough blood to form a huge puddle on my desk came out of my nose about 10 minutes ago, and it hasn't completely stopped yet.
