Ruined Victorian era city filled with people all over the multiverse in a permanent state of Halloween.
A roleplay version of Mafia-sorta like the Salem witch trials set in a town besieged by monsters. The witches summon the monsters every night and the citizens can actually fight back and people can have multiple characters but no metagaming.

So basically for the second one I’m thinking that everyone can kill. Everyone has witch powers. Witches can summon monsters but they don’t have to and the monsters hunt a random person every night. You can either fight the monsters using dnd rules, compare stat blocks and figure out who wins, or roleplay the fight with no stats. The random person can be the summoner. In fact, it is twice as likely to be the summoner, as the creatures are constantly suffering and blame the summoners for their existence. Everyone wants to be the last person alive, by whatever tactics, and people can kill others themselves or hunt others during the day. The monsters disappear during the day-but come back during the night with a higher chance of killing the summoner. You can introduce characters at any time, from any place, but it’s the remaining players choice whether to accept them or not.

I might make a simplified version of Nightmare Shift, set in a small suburban town where strange happenings have come to light. The classic "kids on bikes" type of horror popularized first by IT and then by Stranger Things, but mixed with Silent Hill, Little Monsters (1989), and Little Nightmares.
The Nocturne is a dark place, but it is filled with all sorts of wonders. Nothing valuable, really, but always interesting. Candy, toys, clothes, games, imaginary friends... all sorts of lures and tricks. The Nocturne is jealous. It wants to have children like ours. Beautiful, kind, fearful. But it doesn't understand them. It only tastes the cruelty of our world, our desires, our pains, our wrath.
Come to the Nocturne. Come here. I won't hurt you.

I like the idea that there's a "normal world" and a "horror world," and the players can belong to either one. Oh, and of course, your home plane has no bearing on where you can go.
Okay! Maybe the Halloween folk can only exit their plane and people can only enter during the fall months? Maybe in other seasons, other planes come into play for different holidays? Idk, just an idea. If someone ends up in the mortal plane outside of their holiday, they are locked there until the next year.
Well, I was thinking this would be connected to my Nightmare Shift lore, where Nightmares (monsters) could resemble literally anything, from Jason Voorhees to a pile of leaves to a computer virus to Pennywise to a radio tower complete with staff and actors.
It isn't really focused on the holiday itself, but the longer nights of Autumn and Winter make the Nightmares more active. Sunlight prevents them from using any "active" powers they may have, like breathing fire or teleporting.
This sounds like a cool idea! It might be fun to set the story around Halloween time to include trick-or-treating costumes in character design. I also think it would be cool to have something in the Nightmare Shift world with similar lore but it's in a different area or time so the characters and some of the rules might be different. Regional context can be really cool to see play out.
