basically, the idea is a fast moving, chaotic sort of game in which players are trying to hold together a government that is extremely poorly designed. Every, ‘turn,’ the decree must be followed: a list of actions taken (enacting a battle, recruiting soldiers, building outposts). The decree can be added on to but it is difficult to change or remove something already on there. If the decree cannot be followed, the government goes into turmoil, the decree is scrapped, new government officials are elected, and the whole nation is a step closer to collapse.
