Not exactly, but I did have starting ideas for a forum game a while ago (no actual rules since rules and balance are not my specialty) which was basically about all of the players trying to keep a purposefully poorly designed government from falling apart at the seams and keeping the country running. And everyone is also a bird.

Uhhhhhh I could maybe help if you did want rules and balance, and if you didn’t, I could maybe help anyways?
I think there could be like things you need to keep track of like the economy, military, citizen satisfaction, and different roles that control different things. Or you could make it just a casual royalty/government roleplay, although that’d be sorta hard to do because how would you react to new laws? Political intrigue with rules and betrayals could be cool though. Like if everyone had to follow a set of rules, but they could like find loopholes to take advantage of other people and find their way to the top.

I think if I were to design it by myself then It would just be a government roleplay, but if I had other people to work with we could have more rules.
I know I’d want there to be elections of some sort and a lot of government roles to fill so that nobody is stuck playing just a person if they don’t want to.

Elections would be great. Only player characters can vote, maybe?
The system should be designed to get people to be as weasely and snakelike as possible, designed to reward the corrupt. I just had an idea for a game of my own, we could merge it with this game, or not if you don’t like the idea. But it’s basically there are a bunch of laws and everyone has to follow them, and it’s basically the real world political system, people pay others off, corruption, laws and court cases, but like… made by stupid people (me, not you! You are very smart!) And then there would be judges and people who could make laws and different sections. It’s very similar to this idea which is why I think it could be merged, but if you don’t wanna, I’m really intrigued by the idea so I’ll prolly make it anyways.
