I do the opposite, actually. I build based on story (my fighter/ranger was a scout for the army, who learned from an older ranger), and sometimes I even take gimmicks that would fit the character instead of what would actually make my character better
I actually try to do both, I'll think of some character idea for a backstory, then take it from there and minmax that, but still following the backstory
I also theory craft bunches
that's neat, I have tried to do both, usually it just didn't pan out though
me personally I don't like min maxing unless it makes the character really really funny
