to be clear, the automatic 5s rule is only for D20 rolls, not for D6s or other dice rolls. The time breath recharge is fine this time but you will have to roll for it as normal after.
the Ahd Moar calls upon it’s luck bending powers to summon two consecutive strikes of lightning that miraculously hit the same place- the dragon.

a fighter nearby throws his dagger at his elven opponent, missing. It whizzes past and strikes at the time dragon. To hit: automatic 28, damage: 54

The dragon feels earth loosen and become sand beneath its claws, causing them to slip slightly and altering the trajectory of the cone, causing it to only graze the creature. (Automatic success because of one of their abilities). It tilts its head, standing up and hissing in pain. It backs away 30 ft, taking the disengage action, and chortling.

The last three attacks all hit, but at the last one, the Time Dragon’s claw spasms and feels unsteady, reducing the roll to a ten instead of a 16. (Still hits with the bonuses, of course.)
the Coin in it’s chest (this creature is called the Ahd Moar, by the way) spins and lands on tails. Make another DC 21 charisma saving throw. On a failure, all of the Time Dragon’s attacks deal minimum damage. They can remake the save at the end of each of their turns until they succeed. This happens before the next line’s affect, so you roll as normal.
in addition, the coin turns again, and a wave of… what can only be described as concentrated unluck fills the air. All of the Time Dragon’s (and all creatures within 120 feet of the fey) now automatically roll 5s before adding bonuses. (This replaces the Ahd Moar’s automatic rolls, which are automatic 15s for it.)

It leaps out of the way, a sudden sparrow flying past the Time Dragon’s snout interrupting its aim. (It uses its reaction to replace whatever it would roll with a 16, which it stole from the time dragon on their last turn.)
to be clear, the automatic 5s rule is only for D20 rolls, not for D6s or other dice rolls. The time breath recharge is fine this time but you will have to roll for it as normal after.
the Ahd Moar calls upon it’s luck bending powers to summon two consecutive strikes of lightning that miraculously hit the same place- the dragon.

this is where the Ahd Moar’s luck bending becomes quite the nuisance: all of those attacks you just rolled, most of which would be considered hits, are instead treated as if you had rolled a 5. With a +13 to hit, none of those land against the Ahd Moar’s AC.
the Ahd Moar’s coin spins once more, reversing luck in the area so that now the automatic 5 is gone, and instead only the Ahd Moar automatically rolls 15s, as it was at the beginning of the fight.
