But basically there's this town. Where it is is unimportant, when it is is too, and so is why and how. Anyone can end up here no matter what time period or line you come from, if you get unlucky enough. Once you enter the neighborhood, you'll notice the residents and houses are very strange, and things seem off. But if you try to drive out, the roads will become non-euclidian and lead you back to the town. And it's not just the town that defies physics-- as it turns out, you all can too.
That's the serious way of explaining it but my basic idea is that the town runs on cartoon logic, where you can do practically anything as long as it would be funny or entertaining. And maybe the characters already had power anyways, they don't have to be humans they could be supernatural or whatever. Can be anything no matter how silly or unserious it is.*
