Did whatever god of evolution out there just hit random on all traits? How did Phineas and Ferb even manage to get one?

my personal theory is that pladopedes were invented during the cold war, because back then they were shoveling money at anything vaguely weapon-related, but the pladopedes proved to difficult to contain, so they followed the bristish's example and shipped them off to Australia, where their popuiation exploded, and the governments collectively gaslit us into thinking they were always there
