I've probably forgotten a sourcebook's worth of my own lore, which is a great tragedy for me and really makes for a good lesson. Write down your thoughts, kids. Paper may be hard to come by, but your notes app will never abandon you.
Basically, this character used to be the Prince (gender-neutral) of Fearsome Critters, basically wacky American cryptids. They were kidnapped and forced to improve the harvest of a large, industrialized farm. During this time, they lived in a box, and anything they created was immediately broken down into meat and items for the gift shops. Over time, their physical form, having gone unseen for so long, disappeared entirely.
Then, they were able to escape through the air holes in the box, finding a computer scientist who had died in a car crash. The Prince possessed the man's mangled cadaver and used a mix of self-inflicted cosmetic surgery and Glamour to make the body acceptable. See, in this world, computers are about 70% flesh, so computer scientists know a bit about biomancy in addition to machinery and software. The Prince plans on using this stolen, fragmented knowledge in order to create new cryptids to terrorize humanity.
The Prince doesn't create. They are, if anything, a midwife. They take parts, living, organic parts, and molds them. Remakes them. They collect bits and pieces, from antlers to feathers to computational components, and they use them to create or repair children for the Nightmares and beasts, the mixed parts resulting in Cryptids.
The Prince themself is also a Cryptid, due to being merged with a human corpse. They love all of Creation, mundane and paranormal, and they glorify Creation through their work.
They never felt quite comfortable in their own skin. At first, they assumed that Creation had made them wrong, and they resented it for such a cruel act. Now, they realize the truth: Creation had given them a privilege, a rare gift. They were given the chance to remake themself in their own image. Cosmetic surgery, flesh manipulation, mechanical implants, they will all come together to provide home for the Prince's soul.
And, well, why limit it to just themself? Such a gift should be shared with the world, this, this... freedom of form! Metal, meat, what's the difference? If a person is just a living machine, why can't we make a machine into a person? Let them all be loved. Let them all be fed. Let them all be held.
They are basically gnolls/merrow/ghouls in the sense that fiends picked out a random species and transformed them into powerful minions. In this case, it wasn't an individual species or even a genus, but a sort of flesh slurry left behind after an incursion and subsequent rampage. This resulted in a chimeric species with unstable genetics and powerful emotions.
The celestial warriors that defeated the demons took pity on the monsters that were left behind and provided them with a specific type of magic item: Heart Locks.
These magic items partially suppress desires and emotions, which was really a bandaid fix for the confusion and fear. The monsters built a puritan society that honored the celestials, despite the fact that said angelic beings had already left and basically saw their job here as finished.
The society reverse-engineered the Heart Locks and placed them on their children when they were born. They were extremely ascetic, their leaders twisting the sparse words of the angels into whatever justified their practices of control and utilization of dark magic (defined as magic originating from suffering and/or existing exclusively to cause harm, like curses).
The monsters live in a corrupted poison swamp with an incredible level of biodiversity despite the attempts to cull the innumerable species of plants, animals, fungus, and bugs. The people primarily subsist on rice and extremely light beer, to the point that the average citizen suffers from severe malnutrition.

Beer was drunk more often than water in the Victorian age because it was cleaner. There was hardly any alcohol in it, as is the case here.

While the Sun Prince is the technical head of the Karschran pantheon (The Karschrasos), rarely ever does he use his divine authority. The day to day goings on of the world are managed by his second in command, Prince Consort Luaan The Evening and morning star. (He/They) The god of harmony and diplomacy, Luaan uses divine privileges granted by the sun prince to keep the Prince’s church in order and benefit the other thirteen gods of the Karschrasos (assuming they are not caught up in petty squabbles with each other.) Luaan and his followers are the only ones in Karschra who generally view the Karschrasos as a semi organized group, which is only half true. Luaan extends an olive branch to the thirteen others and offers aid in times of need in the name of the Prince.
Luaan, each morning and evening, sings the prayers given to the Sun Prince to him, which can be faintly heard right before dawn and right after dusk each night if you listen carefully. He visits the Prince’s temples and cities occasionally to inspire their people and renew faith. They usually have a say in who is chosen as the Prophet of the crown- the most powerful mortal figure in the church, given the ‘privilege,’ of speaking directly with the prince. However, as Luaan has been busy in the last 90 or so years aiding the newly organized Ogre kingdoms in defending against invaders, the Sun Prince has, in all of his… (sigh…) wisdom, elected to choose the Prophet via public game show.
