That could be fun, but make it so you can't fight someone really low level while you are really high level.

 Also, I'd say for magical items, you gain so to say, like 

Levels 1-4 you gain an uncommon when you level up

Levels 5-10 you gain a rare when you level up

Levels 11-16 you gain a very rare when you level up

Levels 17-20 you gain a legendary when you level up

And, you don't level up all of your characters if you win one battle, only the character that won the battle levels up, you also should start with a common/uncommon magical item

 Playing one character at a time limits creativity, I would say about three or five. so if you get stuck you can try again with a new character

And, after 10 wins at level 20 you get an artifact
