I will say starting small is sometimes useful for new worldbuilders. It can be very distracting getting caught up in fleshing out fictional governments, organizations, and mythologies. If you were to go small, then start with a small community and identify a few of its key traits. Expand outward to the country and then to its continent.
In one of my settings, I started with the community of a pirate ship. I then established lore for the captain, followed by lore for the surrounding countries and then the rest of the world. This can get a little boring, though, since the fun is in the big concepts.
Oh, and get a good map early. Find one or have a friend draw one or make one yourself. It doesn't have to be an artistic masterpiece (just a few blotchy shapes with towns marked in will do), but it really really helps to visualize how your setting functions.
