My idea was that an elytra is for using fireworks and travelling, where the glider would be craftable, but you'd have to hold it whilst you use it (so no bows etc) and it can only glide downwards, more like a controlled parachute!

On landing. Code-wise, you would look at what height it "engaged", IE when you started falling, compare it to where you landed, and then apply a damage proportional to that distance to the glider. Whilst in use, it would reduce your max fall speed to a survivable level, and be affected by the wind.
Yes, it means that a glider could let you descend from top to bottom of the world, but it would definitely break afterwards, which would still make them way worse than the Elytra.
