My idea was that an elytra is for using fireworks and travelling, where the glider would be craftable, but you'd have to hold it whilst you use it (so no bows etc) and it can only glide downwards, more like a controlled parachute!
With some planning (EG directing the wind with the fan) you might get a bit of distance but the elytra would be heaps better. Upside of the glider would also be being much earlier in the game. you could craft it from leather and sticks - possibly with an upgrade to silk and sticks. Alternatively, it could occupy the off-hand, and be a short-use item to reduce fall speed.
