My character opens spellbook, turns to the one page not overwritten in runes. Casts creation, creating a large amount of ink. Casts Fabricate, page is overwritten with new spell, improved creation. Improved Creation is cast, creating a grand lair. Character sits in grand lair.

This is an arena with rules. This isn't a campaign, this is an arena where people go to fight with level 20 characters and clearly defined rules. And one of those rules clearly says "No Homebrew."
Not to mention that Fabricate says that it can't be used on magic items. You also need proficiency and to know what you're making. You can't just say "I make this," you need to know how "this" works, what "this" is, how it would operate.
You need raw materials for Fabricate, and if from Creation they would disappear after a few hours, regardless of what spells you cast on it afterwards.
You don't have a choice, Plane Shift isn't Dream of the Blue Veil, and I'm pretty sure the arena just kinda Exists, and you can't leave its crystal sphere.

Technically, the elemental plane of fire is another dimension, void to arena rules unless the arena is in elemental plane of fire.
Technically, the arena can be located anywhere, therefore even if the fight takes place somewhere else it's still subject to arena rules.

Yeah, this is a very good point. You can't get away from the rules that limit you without getting away from the ones that protect you.
How would the cleric know which dimension I was in? How could a god reach outside of their domain without breaking inter-dimensional law?
Because they still exist within the same crystal sphere. The point was JUST MADE that we are still in the sphere of the arena, and I'm not sure you can get out anyways.
