Hey, I dunno :D. I thought that this was a cool idea, so I’m putting it out here. Rest of the stuff’s coming out later, but feel free to RP and make up some locations until then.

—Recall all the permissions. —If you fight, everyone must consent! I don’t care if he/she/they/it stole your mother’s soul in a game of Poke-‘er-with-a-poker (…), but you can have fun in some other part of the Underworld! I’ve heard the Fields of Asphodel have been nice and dreary recently! —Nothing 18+, and please keep the cursing to a minimum/use ‘GP’ —Not much of a rule, but recall: the living aren’t technically permitted in Casino (as the area is named). Don’t blow your cover… —I trust y’all to read the rules by now.
BACKGROUND (hastily written, don’t judge please):
The Casino of Souls isn’t quite a casino per se — well, it is, but not your typical the-house-always-wins house of cards. Built into a massive cliff face in its own plane of the Underworld, the entire plane of Casino only appears to those who truly need it — whether it’s for bringing in the prize or bargaining back that what you once had. Deals take place within the plane’s boundaries, and nefarious ones at that. Be wary, be watchful.
Surrounding the casino proper is an endless sprawl of the Underworld’s underbelly — where the most devilish and illicit crimes you can imagine are pulled off. Once upon a time, guards watched the streets and kept them in order, keeping the place in a semblance of a city, but that time has long since passed.
Inside the house itself is a different story. The rows and rows of colorful chips, stacked high upon the lamplit tables, are a direct contrast to those dank and dangerous streets outside. It makes a marvelous sight for those who haven’t experienced life in a while. However, it also makes for a marvelous sight for those who’re already conjuring up a vision of their winnings.
In this casino, sure, you may certainly trade whatever possessions you have, or whatever money somehow comes your way. But, most importantly of all — it is a Casino of Souls. You’d be best if you kept those near to you, unless you’re desperate — either to return to life or to do even worse.
Welcome to the Casino of Souls, spirit. Recall that the game’s never over until the chips are all yours. And…on that thought…is the game ever over?
CASINO GAMES:
Some ideas (kudos to Link): ---Three-dragon ante ---Dice ---Slot machines (copper devils?) ---The ordinary card games (blackjack, poker, the like)
LEVELING/CLARIFICATIONS:
As you advance through Casino, your spoils and your reputation only become more and more impressive. You have followers of your own, you have more points of contact to listen to, and...who knows?...a game might tip your way. You receive points for winning games and for acquiring souls, money, and other objects. A soul would roughly equate to 300 points, for example, depending on the level of the person who it belongs to, while money might only come a point per piece.
Clarification #1: You only have one soul yourself, that you can trade away, but those of others' are up for grabs.
Level 1: Coinless Soul (0+ points)
You have only recently entered Casino, and you've only just begun to figure things out. Upon entering Casino, all may take a form of their choosing, as no one really wants thousands of gray spirits just milling around. You use the stat block of a CR 4 or less creature, or a 4th-level character.
You begin with one uncommon magical item of your choice.
Level 2: Moving-Up Soul (300+ points)
Although you've begun to learn the true depths of Casino, and have amassed a bit of power of your own, you still are oblivious to many of the goings-on of the world.
You gain a small, unaccessible demiplane that can be used to fit up to ten items of Medium size (you cannot access your demiplane yourself, you may only use it to store objects).
You also gain 30 Luck Points. You may spend 10 Luck Points to gain advantage on a die roll (check/saving throw/similar), or you may spend 20 Luck Points to force a reroll or recast of a die or card in a game. (This only applies to games in which something can be undone, such as blackjack to draw another, different card, or reroll a die in a dice game). You may occasionally gain Luck Points for winning games, especially against those at a higher level than you.
The limit for your character level or creature CR becomes 7, or you may suggest an improvement to your current stat block (if you'd like to keep it).
You acquire one rare magical item of your choice.
Level 3: Renowned Soul (1000+ points)
By now, you've spent quite a bit of time ---- and learned nearly all of what there is ----- about the Casino and the plane itself. You've amassed what could be called a small treasure trove, and your reputation has grown with your acts.
Your demiplane triples in size (now fitting up to 30 Medium objects, or roughly the size of a small room). You may now enter it, and others may enter with your permission. You may furnish it as you see fit.
You gain a contact, who can be used to gain advantage on Investigation/Intelligence checks. They can also perform tasks for you, and they use the stat block of a CR 3 or less creature.
You gain 100 Luck Points.
Your CR/character level limit increases to 11.
You gain a magical item of rarity Very Rare or less.
Level 4: Kleptomaniac (4000+ points):
You've discovered secrets that no others have, and built yourself a reputation to go with it. You've carved yourself a little bit of freedom, and people will be swayed by your name.
Your character level/creature CR limit increases to 15.
You gain 200 Luck Points.
You gain an additional contact. Your contacts may now use stat blocks of CR 4 or less.
Your demiplane becomes the size of a small house.
You gain a magical item of rarity Legendary or less.
Level 5: One With the Casino (10000+ points):
You are the epitome of the casino-goer. Your name and your image turn heads wherever you go, and you're watched all over the plane by your fans, as well as those who would seek you out ---- for good or for bad. Congratulations, but beware. Never let your guard down.
You gain 300 Luck Points.
You gain another magical item of rarity Legendary or less.
Your character level/creature CR increases to 20.
Your demiplane is now the size of a small village or a large mansion. You can allow certain people to come and go at will, and you may attach it to Casino (thus allowing for games to be played there).
You gain the following feature:
Favor of the House (One Use Only). Upon losing a game in Casino, you may expend this feature to win instead.
THE SOULLESS:
In an inadvertent twist of fate, you have lost your soul—whether to someone else or to some strange quirk of the plane. You lose all your levels, and, until you regain your soul, cannot regain levels. You lose your form and regain that of a spirit, and you use the stat block of a shadow.

Their body appears normal upon first sight, merely lean, but upon further inspection ---- only a skeleton wears these clothes. They appear mostly human, but their neck is elongated, curving upwards into the ghastly ivory of a deer skull. A singular scorch mark, circular in shape, marrs the creature's left cheek. It stands up and stands defiant, staring the other down.

A figure walks with poise through the streets of Casino. He resembles a very tall human, but he's visibly... wrong. His limbs are just a little bit too long. His head is small in comparison to his tapered torso. He wears clothing typical of a circus ringmaster– a flannel shirt, frock coat, striped dress pants, tall pointed boots and an exceptionally tall and wide-brimmed top hat. His face is wreathed in shadows, but a bright, glowing smile burns through the darkness, stretching up underneath his hat. He carries a long, ivory cane with a curved handle which he taps methodically on the flagstones.

From 5:00 to 7:30 pretty much every day I'm playing either Overwatch, Dead by Daylight or Stellaris

"Ahem." A voice pierces the dim light, echoing through the space. "I don't think you're supposed to be here." A jarring clattering and scraping accompanies the noise, as if it were forced out. The speaker: a tall figure, not quite as tall as the ringmaster, leaning against a wall. They wear midnight-black pants and a shirt, both faintly glittering with some sort of inlaid metal. Their body appears normal upon first sight, merely lean, but upon further inspection ---- only a skeleton wears these clothes. They appear mostly human, but their neck is elongated, curving upwards into the ghastly ivory of a deer skull. A singular scorch mark, circular in shape, marrs the creature's left cheek. It stands up and stands defiant, staring the other down.

The ringmaster looks down at the creature. "Is that so?" His mouth doesn't open as he speaks, rather flashes brighter on every syllable. He has a distinctly posh British accent. "I feel right at home, my good fellow."

A wayward soul has went into the casino, their face a wolflike skull, their chest with a plume of fur shaped like a heart. Their tail ends in several sharp spades, and they have a chest shall that's open at the front for their fur. They shuffle a deck of cards, grab a blue devil, and bring it to a game of hearts.

“Hm.” The skeleton speaks in an accent directly opposing that of the ringmaster’s, a nasal Midwestern drawl. “Who might you be, then? What beastie or ghoulie—“ and here it recoils, wiggling its fingers devilishly: “—finds itself at home, here of all places? This is a home to no one, friend.”

“Heh.” The cough seems to originate from nowhere, resounding through the creature’s ears. People — well, all sorts of things — bustle around them. Then — quiet. No other voice intrudes inside their mind. “Hearts,” comes a rasp next to them. An aging man sits there, skin lined and weathered with wrinkles. He smiles; and his yellow, crooked teeth remind you of a rat. “It’s been a long time since I’ve played that. Deal me in, will you? And my companion—“ he grabs a passing waiter and a drink with it— “—as well. A piece a point, or would you wager something more…valuable?”
