What you described is incomplete. Is the 0.5, a %age chance? In which case it is 0.005 x 15 = 7.5%.
But that's not everything. I suspect the 0.5(%) is the chance of getting "Any" item of the rare list. So the partial answer is you have 7.5% chance of getting any Rare item. But, it you are looking for a specific rare item, then we need the second part. How many items are on the Rare list? Do they all have the same chance of being found?
If there are 100 items on the rare list all with equal chance to be selected, then you multiple the first answer with the second answer and get ...
0.01 x 0.075 = 0.00075, or 0.075% chance. But if I misunderstood the question, or read too much into it, I'll be happy to take another shot at it.
