Captain Vimes from Discworld. he had a tiny pet dragon at one point so it has it lighting his cigar. really recommend reading discworld.

it's about a flat world on the back of four elephants standing on the shell of a humongous, colossal turtle named A'Tuin gliding through the depths of space. it has like 30 books or more. the stories all vary with a small bit of connection, being in the same world, but there's not an overarching plot idt.
