His scariness comes not from the fact that he is dangerous, but from the fact that he makes everyone around him dangerous.
He is the true devil-archetype character. He isn't "hordes of demons," he's "I can help you kill your boss." He embodies the main theme of Guter, which is that humanity will bring its own downfall every time.
