The heads are on top of the raised wall around the pool. So, imagine the room empty, then build a raised wall 3ft tall in a circle, fill it with water, and put the 12 heads on top of it, facing upwards with mouths wide, and the holes are on the wall below each head.
The ceiling is maybe 12-15ft. high, so 9-12ft. from the ceiling, I suppose!

"Well that's one way to try it, but we can also keep trying to get it into the mouths of the fish, kraken and lizardfolk while we are at it. We almost had it into them when we had poles under the Fish, Kraken, lizardfolk, Owlbear, panther and eagle. With six poles in, the water was hitting the top of the fish, kraken and lizardfolk's heads. Maybe if we put one or two more poles in it will actually enter the mouths." She looks around, "We just need to figure out which one we should put the pole or poles under." She looks back at the group, "If that doesn't work and the water still isn't over the heads, we can try George's other idea and try to get the water into the magmin, warforged, skeleton and maybe even the dragon."

"Something tells me that doing so would be to easy. However, I don't see any reason why it wouldn't work. Unless the room is programed to only respond if the poles are in the correct places." Alexander sighs, scanning the swamped floor. "I'd rather avoid being submerged, but if it your idea works, I won't complain. Like Kay said, we can continue trying to get the puzzle right as we wait for the water to rise. Any objections?" As he asks, he looks around to see if anyone else has any better ideas. He picks up some of the poles and waits expectantly for a response.

"Yes, I do agree that the solution I presented would be too simple. Sometimes, though, the simplest solutions are the hardest to come up with. Or at least, that's what I was thinking when I suggested it."

The jet stops when you pull the pole out, with another gurgle from deep underground.
Kay places poles under the fish, kraken and lizardfolk. If the water does not go into these heads, she will place the more poles under the magmin, warforged and skeleton. If the water still does not go into the heads, she will place another pole under the dragon.
