Hey guys! This is my first time DMing, so don’t judge me too harshly.
The Story:
The year is 1219. Draconic forces from the south(Kindor) have stormed northward(In Baguldur) in a bid to defeat the Giants. This triggered a diplomatic crisis with neighboring country Kulundur, who had signed an entente(alliance) treaty with Baguldur(where the giants resided). If Kulundur gets involved, then Gistan, which holds an alliance with Kindor,(Great Treaty of Friendship,1194.) will follow suit.
You are part of the Central Kindor Council, a councilmember. The Council convenes once every week to discuss the foreign policy of the country. There, you discuss with fellow councilmembers the best way to deal with issues. You might choose to be a hawk, or you might choose to be a dove. Conversely, you might decide to stage a coup-de-tat. Or prevent one. There are infinite possibilities in this game.
Okay lets get some character basics out of the way. What restrictions if any? What are you looking for as far as classes are concerned? Alignments allowed?
Races, classes, alignments, and whether you want people to use ability scores that are standard/point-buy/rolled etc.
I assume everyone should be a dragonborn due to being from Kindor? Doesn’t it seem a little weird to be a bunch of level 1s as a Council Member? Seems like something to work up to.

I would recommend being a dragonborn. I recommend being level 1 because of simplification.
The Councilroom is a stuffy, cramped edifice. A strong smell of rotting ricuf* pervades the room, an indicator, perhaps, of the stench of corruption pervading the government of Kindor.
Corruption is commonplace in Kindor. The ongoing war with Baguldur has excaberated this. Local politicians with glee have found that the Central Government, being preoccupied with the war, have turned a blind eye to local issues. Numerous public officials embezzles war funds for their own private use.
Before the Council can resolve the diplomatic crisis with Kulundur, it must urgently address the massive corruption in the government.
A bill as been drafted called The War Fund Reform Bill. It reads as follows: "Officials suspected of embezzlement shall suffer death from firing squad." Is the bill ready to be ratified, or does it need to be revised? Give your opinions below.
Speaking up from his own spot in the Council room, Rhogar Starscale, a young Knight, and Paladin of Bahamut held the papers up to his face before giving an annoyed sigh and tossing them down on the table. Bringing a clawed hand up to his snout, he closed his eyes while speaking, "Who's the idiot that wants to put our own people to death before a possible war?" Opening his eyes, he kept his chin resting on his palm, as his free hand tapped the top of the papers on his portion of the table, "If embezzlement is their crime, then simply seize back everything they took, their own properties, and toss them to the frontlines. On the surface, it can be seen as justice and a chance at redemption, and if their crimes are truly that large, then we can send them to more hazardous regions."
The knight's gaze would look over to his fellow council members, speaking boldly and clearly, "Are we in such a position where we can just toss away lives now?"
Fromthe other side of the room, Ornmolik Laraek an officer and army reprecentative speaks up:If I may?After waiting to see if anybody disagrees, he continues:Although I agree with "Sir Knight" over there on recovering the embezzled money through the confiscation of goods. He pauses to see the Rhogar's reaction on the comment, then proceeds: I disagree with the idea of puting inexperienced inepts on the front lines. People like that will only demoralize the troops and, if they break ranks, they could cause the loss of real soldiers willing to defend us from the invaders.
After concluding his argument, Laraek returns to his seat waiting for the response of the other members.
(A quick note on voting. Every 7 posts(minus this one) counts as a "day" in the game. The proposal with the most agreement will automatically be signed into law then. So for example, we now have two player posts, each with their own proposals for modifying The War Fund Reform Bill)
"'Suspected of Embezzlement and put to death' I think suspicion is not enough. Anyone can accuse someone and meet out a death sentence? Perhaps we should allow a court to decide with some burden of proof. Unless perhaps I am misreading this. There are already laws and crimes against embezzlement are there not? What is the reason for this? Perhaps we should just enforce the existing laws instead...I vote no."
"They're being discussed because we're in a state of emergency. We might go to war at any moment, we don't have the time for the courts to handle each case one by one." Rhogar sighed, looking back from the Lord to the military representative, "And I'm not suggesting they fight side by side with the veterans and rank & file. But there are roles that require manpower, trench digging, fort repairs, stables, and so on. Would you rather assign that to the soldiers who will be fighting for the nation they love and protect?" Crossing his arms, he snorts, his nostrils flaring slightly as he states confidently, "I stand by my decision, and I hope the rest of you can see the merit in it."
(btw, this is the 4th post, we have 3 more to decide)
(Are there other councilmembers beyond our PCs? should we make rolls to persuade them?)
"I have no disagreement with the penalty of forced conscription...however allowing suspicion alone? Perhaps you are unaware, but corrupt individuals may use this to eliminate or remove a rival. Anyone here can be accused with little evidence and sent to the front without recourse. In the end, corruption is made worse by those willing to bring false witness for there own nefarious ends"
“Lord Uru” says Laraek “while I understand your sentiment, please do consider that the same suspicion can be cast on both judge and jury, if we start by suspecting that some are going to abuse the system, we’ll need to consider that everyone may do so. Moreover, it is important to take swift and immediate action on this tiring times, less we want to encourage civil unrest.” He then turns to Sir Rhogar and continues. “As for “Sir Knight’s” opinion, I still would prefer leaving construction of trenches and such task to our men; first, because I’ll bet my life on the job our forces can do, which is something I can not say for this scum; second, some of the men actually enjoy this kind of activities as the physical exertion helps them keep in excellent condition and helps them get their minds out of what is to come.” He pauses for quite some time, then continues ”That being said, there is some merit to what you say, there are some menial tasks that need to be done but I would prefer if our troops didn’t need to waste time taking care of, after all the latrine is not going to clean itself.” He says barely containing a chuckle, finally he adds “So… I’ll have to agree with Sir Rhogar on this, the money regain through the confiscation of goods and the offender shall be conscripted to do menial task, WITH some caveats: one to be accused of embezzlement is not enough, we’ll need an official appointed auditor that can provide proof of embezzlement, the we can continue; two, after being charge, the person should be considered conscripted and in case the person request a trial, it should be considered a case for a court martial; AND third, if the person is ever found innocent of the charges, the people that charged the defendant shall be accused of both defamation and trying to impede justice and shall be conscripted as well.” He pauses one last time for a sigh, then concludes with:“I don’t think this is a perfect solution, nor do i think it cannot be abused but war may be upon us, and I think this might be the best solution for the little time we may have.” (Sorry for long post i'll try to keep it short next time)
(It's been two days since someone posted, so I'm scrapping the "7-post system." If anyone has suggestions for good time systems, do tell. Also, If anyone has suggestion for how bills should be dealt with, you can tell me.)
It was agreed by the senators(minus Lord Uru and Rhogar) that Laraek's plan was the best. The War Fund Reform Act came into law on Ches(the equivalent of March) 10th, 1219. It reads as such:
"1. The Department of Financial Accountability is established. Auditors will be appointed by popular vote.
2. Said Auditors must provide clear proof of embezzlement or other forms of government fraud.
3. With crime having been determined, the sentenced is to be conscripted . if the sentenced requests a trial, they shall be put in front of a court martial.
4. If the sentenced is found innocent, the people who falsely tried the defendant shall be punished for both defamation and impeded justice and shall be conscripted. They are to pay a fine of 5000krone(draconic currency) to the defendant."
But in all seriousness about the post I don't have much issue of how it works just the last one was mine and quite long at that so I felt I shouldn't post until someone else did it. In regards of posting maybe give a general idea, then everyone gives their idea and interpretation, and then final thoughts. Maybe we could agree on some time everyone could join a day so as to not wait that long for replying. Just some ideas.)
