This is going to be a very steampunk/magitech based, theater of the mind with plenty of reference pictures and probably use some battle maps on occasion for tactics. Your characters would be starting at around level 3 with standard equipment using point buy. You can chose classes from the official sources, UA and if you know of any good tech classes from other sources.
Your party are charged with investigating a comet landed in Lurkwood, Faerun on Toril, you party will be starting at around 0900 just having had breakfast on the edge of town ready to venture forth in whatever way you see fit as a group.
Background you can probably go with whatever you would like, Lurkwood is right up North, it's cold harsh, but there is good mining up there and coin if you know where to ask.
You could give an idea as to why your character is up that way, how did the bounty hunter part happen? why a tempest cleric? Stuff like that to give a bit of progression as to why said character is currently in a mining village up in the colder part of the world with the aim to go poking around in a forest filled with bogs, quicksand, waring tribes and god knows what else looking for a comet.
I am very much into this. I have wanted to play an artificer since Eberron dropped. I have one I made for a campaign that died out shortly after the new year (https://ddb.ac/characters/20584267/Zs7S19). I would just need to tweak it a bit for this campaign.
As for character concept, he would be a gnomish inventor. He likes to travel and experience new ideas, he tends to not always understand social etiquette. He would probably be like Mordin Solus from Mass Effect.
As for why he is up in Lurkwood, it could be that a new mineral was found in the mine and he is there to investigate, or something else we come up with.
I guess I meant I don’t really understand the magitek aspect. Raithryn Rothenol was Born to foresters, guardians of lands far from civilization. As a boy, he became lost in the woods, and wandered to a deep lake, and fell in. As he sank, he looked and found himself staring into the eyes of a giant. The giant examined Raithryn for a long moment and lifted the boy from the lake. Since that time, Raithryn has had dreams where a storm giant speaks to him about fate, giving him directives to carry out on occasion. Raithryn followed those to the letter. These led to a life of service to the giant, and insight into the giant’s ways and powers.
Raithryn found that much of his work involved hunting things and people which already has rewards for their death. As such it seemed natural to take up work as a bounty hunter to support himself, and his parents even taught him a few things of tracking, and martial combat.
Recently, Raithryn has heard of the comet. He knew that it would attract attention from unsavory types, and has gone to see about investigating its dangers, and see if he can’t use its allure to destroy any evils drawn in by its power.
as far as fitting into this world, I think it’s be cool to play a lot of what he can do as coming from a pair of large, metal bracers which are a giant device. When they’re struck, they emit the thunder blasts (Wrath of the Storm), and they are where the energy for his Spells starts, sometimes leading up into his crossbow for certain spells.
Ah, you ever heard of Dark Matter? Or Eberron ? Magitek basically a blend of science and magic, in this case to the point where you can't tell the difference between the two very easily and in some cases they are reliant on one another to function.
In this adventure Toril and it's surrounding systems are positioned outside of the main advanced Dark Matter factions territory and largely left to it's own devices, hence it's lack of technology.
I think I could use a little assistance, but the idea sounds fun. I’m just not sure how far to push it. Is this a case of science and magic being indistinguishable (cleric is a man of faith with tech that does the magic) or is it a case of magic powering tech (trains, power armor, canons)?
No worries, its part of the reason I went with starting on Toril with normal gear and spells and having your characters develop their abilities and understanding as they go. Those that can wield magic can use it as normal as well as using technology power by magic. For instance your cleric may call on his chosen domain for power and use Thunderwave while say a fighter was covering you using a rifle which is powers by magic. This could be while you are on a space ship trying to keep a bunch of insects from taking the bridge. The ship potentially has runic wards and enchantments to keep a elemental contained and use it as a power source.
You have those that can actually use magic and wield it such as spell caster classes and use the technology because its useful and those that have no magical ability that use the technology for its benefits and to augment themselves.

How about a Warforged Ranger with the soldier background? I'm thinking something like the old school Robocop movies, dying man's soul captured and placed in a machanical shell. Not really who he once was but still gets some flashes of old memories and experiences. Or we could play it up like a Frankenstien's monster type thing.
I can fit characters from other settings in with a bit of tweaking, your character could have had the rather unpleasant experience of waking up inside a pod of sorts that had been damaged, finding himself in the middle of a forest. His last memories being that of being captured on Eberron and incapacitated. Or if you are comfortable with the Dark Matter lore so far you could play as a Vect but that would put your character in a situation where he knows roughly what is going on and how things work but ends up having to explain it to people who are 95% sure they are talking to a ridiculously powerful wizard.
The Eberron route at least gives you the vague idea of what the technology does, its just far beyond what your world current had to offer but you are in the same boat as the rest of the party.
I don't know the Dark Matter lore so I couldn't explain anything to anyone so the Ebberon route sounds fine. Hope it's okay that I swapped out the longbow for a heavy crossbow and leather armor for studded leather. If that's not fine I'll switch them back.

As a doctor, Archie's oath is to save lives, heal the sick and show a better quality of life to his fellow man. Archie believes that only through science can man be transformed into a better version of himself. Archie's personal research has led him to an area of "Scientific Magic" that allows him to do many things most mages could not, heal the sick to name one. Armed with his research and inquisitive nature, Archie walks the path to true understanding of the universe and it's mechanics. However, research costs materials and materials cost money. So, Archie hires himself out on occasion as a doctor, researcher, investigator and adventurer. It's a tough life but, the money is good.......sometimes.
