Every race had been preserved, but only 6000 citizens per race. This consisted of 3000 basic, 2000 average, and 1000 advanced people. But in these domes, they could survive indefinitely due to the facilities in it. What would come of this?

This statement is meant to be both provocative and condescending. Look at these pathetic huddled masses in their private and closed games, cringing behind the policy of no homebrews and no custom content. This is an insult and injury even to fire types. HEED THIS! This is the map of the continent. It would be easy to look it up on the databases with any biosphere, but the key is the hierarchy. In addition to the 6000 people, every base also has 1500 clones. I'm assigned to the elf biosphere, taking my orders from them. My ID is Hension 44... the only clone with a soul. Also, the entire planet is one huge super city, which comes to the layout of every base.
Of course there's the usual, but every race also has 3 special features that govern them. For the elves, it's the Emyridian Aura which allows infinite manna, the Celestial cortex which can translate any language, and the crystal gardens which cultivates any kind of gemstone.

Everyone generally sleeps in these. The only difference in the 3 ranks is that they're permanent, and higher can use much more, but elves prefer to simply meditate in the crystal gardens most of the time, training their magics. But overall, most biospheres would probably just their hazmaticans to defend the complex, until those recruits are really high leveled. In fact, stat databases are very common, but only accessible to the elites. So, that's my life generally.
Anyhow, time for duty. I wonder what my assignment is...

Bite.Melee Weapon Attack: +4 to hit, reach 5 ft., one target. Hit: 4 (1d4 + 2) piercing damage.
They may be weak, but they come in big numbers, trying to steal all this food. Speaking of food, there's a prime complex, but they won't wake up until quite a few areas are declared safe outside. Speaking of safety levels, biohazard is 9, and radiation is 6 outside, so it's painful every 3 hours outside. Time to clear this menace out... just 3 this time. Good thing I bought a dagger.
... wow, it was easy.

Oricalculum Farms (the ultimate metal, grown, only titans can wield without penalty)
Great Imperial HQ
However, they have a deep annoyance with the Hazmaticans due to the fact they can breathe any environment anyhow. Both races aren't very intelligible, after all.
The academy is the prime thing for training, it lets them upgrade their normal class into an advanced subclass.
Gith Biosphere:
Paradox Lair (due to the divisions, this complex allows beings to be divided, but standing together)
CINA mainframe (the ultimate computer) - This device allows an advanced form of internet that spans the whole dimension known as the Ethernet.
Statues of Ascension (a special statue that reminds the gith of their revolution against their enslavers. It provides inspiration to become chaotic in nature.)
The gith have an edge with wisdom and intellect. The lair lets them upgrade wisdom not higher than intelligence, and the mainframe lets intelligence grow as well, but not higher than 3 points over their wisdom. To accommodate this, however, the character must choose manual, and set their stats to 8 across the board.
Human Biosphere:
Social Leisure Halls (advanced recreation and social areas)
Emblem of Traits (inspires people to excel at every kind of skill and stat)
The Hazmatican temple (a special genetic lab that upgraded the humans into Hazmaticans)
Surprise! The human races can upgrade to sub-species, even custom ones. It doesn't add new ones, but with the ability to have advanced people, the humans can really do much better given the right situations.

OOC: So how do I make use of that upgrading ability for Wisdom and Intelligence?
Simple, just be reasonable with the upgrades. Higher is harder, but here's the trick. At a total of 18 int or higher, telepathy is earned. With wisdom 18+, pisonics is earned. But anything past 12 points before modifiers should be extremely difficult and time consuming to pull off, risking insanity, permanently reducing wisdom AND intellect base scores to 3 no matter what.

OOC: Okay...and to do this, I have to start with 8's for every stat? I guess I am just having trouble wrapping my mind around it. So 8's across the board, then apply racial bonuses. So I'd be starting off with an intelligence of 9. If I apply a bonus from the biosphere then I can raise the int up to 11 because I don't get a boost immediately to Wisdom, which is an 8.

Arjurn was considering the training feature of Cina when he woke up. Looking at the data involved with it, he already knew he could upgrade to 11 default points before racial advancements. But there was more to Cina as well. Any language and proficiency could be earned as well, given enough wisdom and intellect, even custom proficiencies.
Would this wizard consider this miracle? highly likely.

Arjurn contemplates the capabilities of the cerebral training this machine offers. It means forgoing a lot up front...giving up immediate power. But the possibilities for the future? Endless. Such things are impossible....SHOULD be impossible....and yet, he finds himself already plugging away at whatever keys this device may have. He has to take it. He's got nothing but time. Difficulty: VERY easy.
Minotaur Facilities:
1> Promethian Chapel. Allows for the training of ANY stat and skill. Like usual, begins at 8, or 0 in the skills. Thanks to this chapel, however, negative bonuses are completely ignored for these forces.
2> Titan's Fortress. This building allows the forces in this biosphere to develop lairs as they desire. Those lairs are completely protected from the environment as desired.
3> Cyber Complex. In an attempt to placate the enraged Minotaurs, this place bolsters the ability to develop any cybernetic based armaments. Cina would indicate that this is her origin with this biosphere.
Centaur Facilities:
1> Great Observatory - This complex has a relay network, built by the Rusalka, that connects to an orbiting telescope. The end result is that the centaurs can analyze, thanks to the telescope, the entire starmap involving D&D within this dimension, even analyzing the composition of viable colony areas.
2> Sylvan Complex - A special breeding area for any high-end ridable creatures. Not only does this place provide good charisma bonuses to the centaurs, it also provides a well-maintained place to keep those mounts quite well trained and safe.
3> Astrea's Temple - This place allows for the creation of Astrea's gates, but to do so, it takes a lot of energy to do it, and the right dimensional code. But the temple also provides the data units for those codes, range of about 3 miles each.
