If doing a Hand-Crossbow + Melee Finesse weapon combination, take "Crossbow Mastery" feat to both A) eliminate loading and B) allow for bonus action crossbow shot for a "fast draw" effect. This also works well because it allows your Mandalorian to take nearly any kind of finesse weapon they please. A Heavy Crossbow proficiency requires either multiclass (probably Fighter) or a feat to acquire, but could substitute a Mandalorian's rifle.
The background is rather simple... "Urban Bounty Hunter" from the Sword Coast book. Everything you need for a bounty hunter, including a business connection to gather information on local criminals / bounties.
Elves make for decent rogues as well...they are naturally dexterous, and Wood Elves make decent trackers for their movement bonuses and flexibility to "Hide" in wilderness.
The rogue subclass is tricky..."Scout" is an interesting choice that fits the Mandalorian like a glove.
"Thief" allows you to gain mobility, access to magical items at high level, and using items as bonus actions...and items can range from an impressive slew of poisons, bombs, and other magical objects to incapacitate or damage enemies. Check out some of these items here on D&D Beyond for ideas. Some seem really fun.
"Inquisitive" would be an interesting rogue choice for a Mandalorian...the ability to selectively add "Sneak Attack" to a single target emphasizes their precision and focus, they can use "Insight" to reveal hidden targets, and at high levels, they substantially increase their Sneak Attack damage.
"Arcane Trickster" seems like a good subclass, mainly because your "spells" can become the Mandalorians various gadgets...Find Famiiar for scouting, Burning Hands for flamethrower, Levitate for your jetpack, Web for your grappling hook, Lightning Lure cantrip to pull Mark's closer...etc.
Thank you so much for the great suggestions! I think I might go with either Scout or Arcane Trickster for the subclass. I'll take a look at the Sword Coast book for Urban Bounty Hunter. A wood elf is probably best for the race. I'm wondering about alignment though. Maybe Lawful Neutral?
Lawful Neutral works well..."neutral" characters tend to not be good or evil, but rather self-serving or independent...or just dedicated to a specific group of individuals. A loner bounty hunter fits "neutral" quite well.
"Lawful" is a loaded alignment...depending on your interpretation, you either abide by the law of governance...or a code of ethics. If your bounty hunter follows asset of rules like a guild, or generally respects the law, or even has a personal sense of honor..."lawful" works. ; )

If we're talking about the titular protagonist, I might argue for ranger instead, but I could see the scout subclass working for rogue.
