The rules for Difficult Terrain state that "You move at half speed in difficult terrain" so a speed of 25 becomes a speed of 12 for purposes of moving through difficult terrain.
If you are using a map with 5ft squares, then this doesn't divide nicely. It's up to your DM how they rule this (personally I allow them to move 2 squares one round and 3 the following).

It divides nicely if you don't round - then it's just 2.5 squares on the grid, so center the character on the lines rather than between them, and you are good to go.
Speed. Rather than moving foot by foot, move square by square on the grid. This means you use your speed in 5-foot segments.

Entering a Square. To enter a square, you must have at least 1 square of movement left, even if the square is diagonally adjacent to the square you’re in. (The rule for diagonal movement sacrifices realism for the sake of smooth play. The Dungeon Master’s Guide provides guidance on using a more realistic approach.)

Of course the DM could also decide not to use the grid rules and just use the grid lines as a ruler.
In difficult terrain can they only move 2 spaces compared to say..the taller races which get 3 spaces to move in it?
