That boons say "Increase one AS of your choice by 1, to a maximum of 30" is this simply a one time bonus that let's you go past 20? Or does it increase your ability score cap to 30 permanently?
This question also applies to Manuals and Tomes.

There is no cap on Ability Score persay, rather it's soft capped by things that increase it, so feats can only increase score to a maximum of 20, you need other sources to get higher than 20, thus an Epic Boon being capped to 30 can increase an ability score above 20. As an epic boon is a feat, it's increase is permanent.
It doesn't allow you to go past 30. So if you have got 20 strength and then got an Epic boon and increased strength to 21, then used a wish spell to switch say the warcaster feat to great weapon master, you wouldn't see an increase from great weapon weapon master as it can not increase strength above 20, but if you instead got another boon which also increases strength, you could get 22 strength.
EDIT: There is a hard cap of 30, as per other responses, I should have more correctly said there is no hard cap at 20.

I do not know if this is what the OP was wondering but an item like an Ioun Stone of agility can only increase your to a maximum socre of 20. So if a character reaches level 19 with a Dexterity of 18 which is increased to 20 as they are wearing an Ioun stone of Agility and takes an epic boon that increases there dexterity the PCs dex is increased to 19 and the Ioun stone only increases it to 20 as it is unable to increase the ability score beyond that.

30 This is the highest a score can go. - 2024 Free Rules
The Ability Scores and Modifiers table notes the ability modifiers for the range of possible ability scores, from 1 to 30. - 2014 Basic Rules
This has been the case in all of 5e, and hasn't changed with the new rules. 30 is a hard cap no matter what.
