I haven't had reason to look at the rules for mounted combat, but I'm curious if this spell is meant to basically utilize those rules?
Oh yes indeed! The imagination is boundless. Though given the source book in question, I imagine campaigns will see a surge of the Akira Slide maneuver
I do wonder, is this restricted to land vehicles, or can you make a paddle boat or something similar?
I would think that it is land only as it doesn't mention any such option and getting movement options for sea/air is usually meant to be a bit harder. I could probably see allowing it to be up-cast to gain such utility though.

This appears to be the case, though I don't see anywhere that rules are defined for single-passenger vehicles like this.
On a funny note, this would allow you to summon a segway with wheels made of prop feet instead of rubber, RAW.
