so can you scribe say magic missile as a 5th level version of the spell? or do scrolls scribe at the base level/version only? couldn't really find an answer anywhere.
I think that falls under scribing a spell of a certain level costs X and takes X hours. The level of the spell being whatever your upcasted spell is. HOWEVER in the end it is up the GM.

"Default" scrolls are the minimum level the spell can be. But yes, you can make them more potent if you wish: Tweet by JC. It would simply follow the rules for crafting a higher level spell scroll I'm guessing. (ie, crafting a 5th level Magic Missile counts as crafting a lvl 5 spell scroll)

There is no reason not to have scrolls be able to be made higher level, it will just cost the creator more in the process as it would count as a spell of that higher level for creation purposes.
I typically have a ruling that about 50% of spell scrolls found will be of a variant level. That said they aren't always of a higher level as I will then roll a d10 (for 0-9) for the new level the scroll was created at, with the minimum of the spells level (thus as spells of higher level get created fewer will be made beyond their basic level).
I have personally found that this helps make the world that bit more diverse and often makes players much more interested when finding scrolls they either have the spells for or when finding low level spells.
