A spell that imposes disadvantage on ranged weapon attacks in an area and (possibly) doesn't require concentration might be 1st level. One that imposes disadvantage on ranged weapon attacks against the caster and requires concentration might be a cantrip. Get a second opinion, though; I'm horrible at making balanced spells.

If you were going the Cantrip route, I'd suggest using Guidance or Resistance as a framework. Give a willing creature a D4 they may roll and add to their AC when targeted by a non-spell ranged attack, once before the spell ends.
Regarding Disadvantage specifically, that would be Blur, but it functions against all attacks, not just "physical" ranged ones. It's also a 2nd level spell.
While I can appreciate wanting to continue the discussion, often times it's best to create a new thread rather than utilizing necromancy to bring a very old thread back from death. This thread is now locked.

Is there a protection from normal missiles spell in 5e?
Or Protection from Arrows?
Warding wind?

Interesting. Thanks.
Does more than I want it to but it's a start.

How about this one?
