I ask because it is really cool, but the character (for backstory reasons) has a level in rogue,so I was wondering if there was an in game alternative to the 20 druid ability (infinite wildshapes and not needing verbal, somatic,or non costly, components, both in human and animal forms.) Or if I would have to hope the dm is willing to homebrew some quest reward or something to give it.

It's a very powerful ability so giving that as an item would be quite OP. I guess if it's the end of your campaign anyway and the character is level 20 (rogue 1/Druid19) the DM hand waiving it for a few sessions wouldn't be the worst. But unlimited wildshapes into a Mammoth gives the character, basically, 126 temporary hit points permanently.
Could make sense to give as an epic boon, like a "Level 21" kind of thing. Same time that the player would be able to get their 20th druid level if it were possible to continue leveling up.
I think a better question to ask would be: Is it reasonable to retcon the Rogue level? Most people I know create multiclass characters with the late level features in mind. This is more a topic for General, Dungeon Master or Homebrew forums.
