Only if they were holding something else in their other hand. Given they started the turn with a (two-handed) longbow, dropped it, then donned a shield - it sounds like now they have one empty hand still available for casting.

Hello! Am I able to drop my longbow, pull out my shield, and then cast a spell with my free hand all in one turn?

Equipping a shield requires an action, so the spell would have to have a casting time of a bonus action or reaction.

You can drop the longbow as a free action, but it takes 1action to don the shield, so you could not cast a spell of 1 action on the same turn.
