if you cast detect thoughts using a spell slot via the telepathic feat, would you be required to supply verbal, somatic and material components as if you cast the spell as a member of any other class or would you be casting the spell without components the same way you would if you cast the spell without using a spell slot with the feat? becuase i can see both RAW and RAI as going ether way and i wanna hear oppinions

In my opinion, the feat unconditionally gives you the ability to cast the spell without components. First the feat says you can cast the spell without components or slots once per long rest. Then it says by the way, if you happen to have spell slots you can use them too.
I don't see how that text could be interpreted as requiring components if you use slots and I don't see why that'd be the intended interpretation either. Component-free casting is the norm for psionics. The playable Gith race works this way, and so does every monster with Innate Spellcasting (Psionics) I can think of.

Correct, but so what? Spell slots aren't class-specific and you're not using the Spellcasting or Pact Magic feature to cast the spell. You don't have to prepare or learn the spell according to the requirements of your Spellcasting class, you still use the ability chosen in the feat to cast it, you don't get to use ritual casting. You're not following the class's spellcasting rules so the fact that you'd have to provide components to cast it as that class is irrelevant.
In all likelihood the game's designers finally realized how dumb it is you can't use spell slots to cast spells from non-class sources and finally decided to formally allow it.
The part of the feat that says you cast the spell without slots also says it doesn't use components, the part of the feat that says you can cast it with a slot does not change the normal casting requirements.
The normal casting requirements in this case is "no components" as established earlier in the same paragraph. Later sentences don't have to keep bringing this up just like they don't have to keep repeating what your spellcasting ability is.

I would say you do need components when using slots. The no components part is in the same sentence as the once per rest part.
That is my reasoning anyway. I do see how it might be the other way, but if that is RAI, then it is poorly written.
