Do horses need proficiency in armor to wear it without incurring penalties? Does the rider's proficiency with armor make up for the horse's lack of skill?
It'd kind of suck for your horse to suddenly have disadvantage on all ability checks, saving throws and attacks cause you put some barding on it...
Generally, it is up to the DM, but the sidebar in the Introduction of the MM let you assume the monsters have proficiency with the equipment made for them.

There's nothing in the (very sparse) rules on barding about penalties applying to mounts, so the answer is no, they don't need proficiency.
