It strikes me that any of the deities who have a species as part of their portfolio (Lolth with the Drow, Morradin with Dwarves, Corellion Larethian with Elves, etc.) must also participate in the dreams and aspirations of that species...
Sehanine Moonbow of the elven pantheon or Diirinka of the Derro might work. Both have dreams as part of their portfolio although Diirinka is also chaotic evil and mad so it depends on what you need them for.

If you're looking for a god/dess, you could homebrew one. It would be unique to your world/campaign. Think of names associated with the night or calm feelings/nightmares. Then you don't have to give them a race, as they are a god/dess.
As well as those already suggested, in the Forgotten Realms there are a couple of options available depending on what is of importance about dreams to your character. If they are a source of portent and prophecy then you could worship Savras the god of divination. If they are an inspiration/muse then you could consider some of the gods that are about artistic expression such as Sune, Llira and Milil.
Gold Dragons are also master of dreams, some powerful dragons can have their own worshippers.
I'm a fan of The Sandman and think Morpheus would fit well into most campaigns too. You could get crazy Meta if you are in that sort of campaign too. Imagine that in the reality of the Sandman, the collective dreams and storytelling of the people of earth could have created a dream realm that is the D&D multi-verse. Dream then is the ultimate protector and shaper of this multi-verse, thats some crazy lore for the character to carry around. We are all the dreamings of another reality.
Just take the Egyptian NOX and flesh out her aspects with corresponding spells. She is the mistress of the night, keeper of secrets, bringer of dreams; and in true godly fashion, both the mother and the lover, comforting and inspiring lust in the heart of mortals (but mostly men).
A couple of other options: You could have a look at the Mythic Odessys of Theros book which has a whole pantheon of gods and how they interact with dreams etc. Another slightly more left field option would be to use Beholders, Koa Toa or Night Hags, this might sound a tad odd but they all have lore about "dreaming" things into existence, manipulating dreams etc so they could be an intersting variation from a normal god.

The Sandman (marvelously used by Neil Gaiman) is a great character that still has a lot of potential to be used creatively. If you want a more sinister aspect to him, look up the old fairy tale that involves madness and the stealing of eyeballs.
Hypnos was the Greek god of sleep. Somnus was the Roman version.
There was also Morpheus who was a Greek god of dreams and he was the son of Hypnos. He sent images of humans through dreams while his brothers Phobetor and Phantasus sent images of animals and inanimate objects respectively.
The Australian aboriginals believed in Dreamtime, an age when primordial spirits shaped and formed the earth into what it is like today. It could be cool for the slumber god to have an Australian feel to him. Maybe he speaks in an Australian accent, he's dressed in traditional aboriginal clothing and paint, or he could be surrounded by kangaroos, dingoes, and emus and carry a boomerang.
Maybe the god of slumber is a snoozing shepherd. He has a magical flock of sheep whose wool has some special property and his sheep are the ones you see when you count sheep as you drift off. Maybe his name has three "zzzs" in it.
