l am makeing a Hexlock, and l decided to make them a soldier who fell in some battle, but was revived/ saved by the ravenqueen. But then l thought, Would she do that?
yeah, i ended up haveing her show up as he was about to take his last breath, and she let him live. (though he consideres himself killed in that battle.)
I would say yes. The raven queen's whole point is she has mysterious plans that no one else can comprehend. Probably it was just that saving your character's life prevents some chain of events that would mess up her future plans. The equivalent of grabbing a butterfly's wings to prevent a hurricane if you're smart enough to predict that far ahead.
The Raven Queen abhors undead, so I don't think she would truly revive someone. Probably do what Lyxen said, and have her rescue them just before they die.

do you think a cleric casting revivify on the wizard makes them undead? cause thats what she would be doing, not makeing a zombie.

I think she is more of the "when your time has come, do not return" type of god. So she might think that any revification is not allowed.

While I'm not fully familiar with the 5e's interpretation of the Raven Queen, the 4e/Dawn Wars interpretation was known to revive certain mortals into Revenants that would fulfill some form of grand service on the mortal plane. Once their task was complete they would give themselves to death again.
She is also known as a goddess of fate and while she typically abhors undead, if she felt that raising a mortal could either prevent some great calamity that could affect the stability of the cosmos or correct the weaves of fate that some other force tried to wreak then I think she would be willing to bend her tenets revolving resurrection/reanimation a bit.
That's just my thoughts though.
