Generally speaking, players in online games simply state who they're attacking and then roll the dice. If you're using a VTT like Roll20, then you can 'ping' the map to indicate your intentions, but even then you aren't using software to directly interact with that token.
If yes, if your character is already loaded up properly, the command should look like "!a Shortbow -t GO1" the "!a" being the "!attack" command, the "Shortbow" being a chosen attack from your character sheet, the "-t" meaning "target", and the "GO1" would be some available target, the code for each creature involved in the combat will probably be available in the initiative list or the map itself.
Yes and No. I think what the OP is asking is how to target if you are rolling your attack from the character sheet in D&D Beyond instead of attacking by entering the command in Discord. As the DM of a play-by-post game, I am having that issue..The players are rolling from the D&D Beyond and the monsters aren't being damaged in the Discord list via Avrae.
Only the DM really gets to do that... mostly you are just going to click on the action or weapom or spell you want to use and it will roll dice (either in beyond or using Beyond20 to send it to your virtual tabletop for a roll result) and the DM will compare numbers and tell you f it was successful or not.
