So I’ll be starting a new campaign in about 2 weeks, and at our Session 0, in which we planned out our characters, I chose to play a wizard, because the other 2 players in the setting were a warforged Forge Cleric and a half elf Battle Master. We’re playing in Eberron(sorry if I misspelled it ) and that worked for my Dragonborn who was one of the OP dragonmarked. I was looking through the subclasses and read about the chronurgy wizard. I was like: HOLY CRAP, and my DM looked at it and his face was priceless. Their ability to cause Rerolls and other buffs, as well as spell storing is amazing. I can’t wait to see how it works.
Also, the Dragonborn I was playing allowed me to pick my ability scores so I had 17 intelligence, and with the dragon mark I was able to cast refuge once per day.
Chronurgy wizard is decent. It's not as amazing as you seem to indicate, but it is spiffy, yes.
Also must assume you're using homebrew since no dragonmark exists officially that lets you cast a "refuge" spell - since there's no official spell called that.

While there's more to the game than optimising, chron wizard in company of tanks and healers is hella strong. An initial dip as artificer gives armour and con save prof at cost of some spell progression.

Mountain Dwarf + Tasha or Hobgoblin + Tasha. No spell loss. Up to medium Armour for MD and 2 +2 scores and the HP bonus. The Hobgob is not as good but still it gives light
armour.
