what is attunement? and why is it required?
Attunement is "binding" the magic item to you to benefit from its effects. Without attunement this would just be a regular rapier. You can attune to one magic item during a short rest. You can only be attuned to three magic items at the same time (but not all magic items require attunement to work or be used). It's to balance how powerful you can become through magic items and prohibits quick swapping and switching of magical items.
