When you hit with an attack using this magic sword, the target takes an extra 1d6 cold damage. In addition, while you hold the sword, you have resistance to fire damage.
In freezing temperatures, the blade sheds bright light in a 10-foot radius and dim light for an additional 10 feet.
When you draw this weapon, you can extinguish all nonmagical flames within 30 feet of you. This property can be used no more than once per hour.
Proficiency with a scimitar allows you to add your proficiency bonus to the attack roll for any attack you make with it.

Rogues are not proficient with Scimitars.
Scimitars are finesse weapons. They can use them 😉
It might be a finesse weapon and fitting for a rogue, but the rogue still doesn't have proficiency with it, which just means their attack with it won't be as accurate as with a shortsword (which they are proficient). Some races can easily provide said proficiency or a basic 1-level multiclass dip in fighter or other class that provides it.
