When fired, this arrow emits a powerful, and extremely annoying screeching sound that is loud enough to make someone lose concentration. Any creature that is within 30 feet of the path of the arrow when it is fired must make a Constitution saving throw (DC10). Any creature that fails has disadvantage on the first Attack, Skill Check, or Saving Throw that is made on their next turn. If a creature was concentrating on a spell, they must also make an additional roll to maintain concentration.

Otherwise, this arrow functions like any other arrow.

Proficiency with a longbow allows you to add your proficiency bonus to the attack roll for any attack you make with it.
