You can attack using your charisma.
Proficiency with a Longsword allows you to add your proficiency bonus to the attack roll for any attack you make with it.
This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.
Sap. If you hit a creature with this weapon, that creature has Disadvantage on its next attack roll before the start of your next turn.
Notes: Bonus: Magic Item Attack With Charisma, Damage, Combat, Warding, Versatile, Sap

It's actually simple enough to do, on your homebrewed magic item, in Basic Information you specify the weapon you want as base, then:
- Add a modifier
-> Bonus Type, select "Bonus"
-> Modifier Subtype, select "Magic Item Attack With Charisma"
-> In "Ability Score", I specified "CHA". Might be necessary, might not be, I have no idea.
After a bit of checking, what this seems to do is replace your strength modifier with charisma if it's higher, otherwise it'll use your strength modifier.
There might be a simpler way than creating item individually, but I'm not aware of it, and since i don't play 5e anymore, I'm not as much on dndbeyond.

Hi, I’m following your instructions but seem unable to apply this to a rapier. Interestingly though, when I equipped your weapon to the character alongside my homebrew weapon, mine changes to use cha.
I don’t know what I’m doing wrong.

ability score: cha
I'm sorry, as i said, i don't play 5e anymore, so i can't help much. I don't think i did any more than that though, so what you did should work.
