Spellcasting. The dragon is a 20th-level spellcaster. Their spellcasting ability is Intelligence (spell save DC 26+18 to hit with spell attacks), and do not require material components. They have the following wizard spells prepared: 

  • Cantrips (at will): fire bolt, light, prestidigitation, minor illusion, mage hand

  • 1st level (4 slots): detect magic, magic missile, unseen servant, chromatic orb, sleep, find familiar

  • 2nd level (3 slots): detect thoughts, flock of familiars, hold person, invisibility

  • 3rd level (3 slots): counterspell, fireball, slow, dispel magic

  • 4th level (3 slots): fabricate, banishment, arcane eye, storm sphere

  • 5th level (2 slots): wall of force, arcane hand, cloudkill, telepathic bond

  • 6th level (1 slot): disintegrate, guards and wards, mental prison

  • 7th level (1 slot): reverse gravity, teleport, mirage arcane

  • 8th level (1 slot): control weather, demiplane

  • 9th level (1 slot): wish

Actions

Multiattack. Niv-Mizzet makes three attacks: one with his bite and two with his claws.

Bite. Melee Weapon Attack: +17 to hit, reach 15 ft., one target. Hit: 18 (2d8 + 9) piercing damage.

Claw. Melee Weapon Attack: +17 to hit, reach 10 ft., one target. Hit: 14 (2d4 + 9) slashing damage.

Tail. Melee Weapon Attack: +17 to hit, reach 20 ft., one target. Hit: 16 (2d6 + 9) bludgeoning damage.

Change Shape. The dragon magically polymorphs into a humanoid or beast that has a challenge rating no higher than its own, or back into its true form. It reverts to its true form if it dies. Any equipment it is wearing or carrying is absorbed or borne by the new form (the dragon's choice).
In a new form, the dragon retains its alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistance, lair actions, and Intelligence, Wisdom, and Charisma scores, as well as this action. Its statistics and capabilities are otherwise replaced by those of the new form, except any class features or legendary actions of that form.

Anti-Magic Breath (Recharge 5–6). The dragon exhales a blast of anti-magic energy in a 30-foot cone. Each creature in that area must make a DC 25 Dexterity saving throw. If they fail, all magic items on their person become non-magical and lose all magical properties for 1 minute.

Legendary Actions

The dragon can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.

Cast Cantrip. The dragon casts a cantrip.

Tail Attack. The dragon makes a tail attack.

Quick Spell (Costs 2 Actions). The dragon casts a spell of 3rd level or lower.

Description

Arcana dragons are dragons who hoard knowledge and the arcane instead of treasure and wealth. They can often be found in ancient libraries or places of ancient study, where they hoard knowledge and secrets as they maintain the recluse habits. They are very slow to anger or get aggressive, but will do anything within their power to protect knowledge, even if it means killing those who threaten it, or surrender if they feel as though they have no other choice in order to preserve that knowledge.

Lair Actions

On initiative count 20 (losing initiative ties), the dragon takes a lair action to cause one of the following effects; the dragon can’t use the same effect two rounds in a row:

  • A 30-foot area of damage is magically repaired and magic dispelled as the lair attempts to heal itself.
  • A target creature must succeed on a DC 16 Intelligence saving throw or be stunned until the end of their next turn as their mind is flooded with information.
  • The silence spell is cast on a target area.

Regional Effects

The region containing a legendary red dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects:

  • Random books and scrolls within 5 miles of the lair will float through the air toward the air as permanent Unseen Servants carry knowledge to the dragon's lair.

If the dragon dies, these effects end immediately.
