Don't blink. The Weeping Angel is visually indistinguishable from a statue when visually observed by one or more creatures.

While in statue form, the Angel cannot move and automatically fails any Dexterity save it must make, has an AC of 23, and gain immunity from non-physical damage, excluding Force and Thunder. It can only take an action to perceive its surroundings or cast Darkness.

Any creature that can see the Weeping Angel within 60 feet of it with an Intelligence score of 6 or greater that has not acted this round can choose to fully focus his or her attention on observing the Angel until the start of the creatures next turn. While focusing this way, the creature is considered blinded to everything except the angel, cannot take other actions, and gains advantage on Wisdom saving throws against this threat.

Whenever a creature takes an action other than a free action, bonus action, or reaction within 60 feet of and within sight of the Angel, all creatures within 60 feet and within sight of the Angel must make a DC15 Wisdom saving throw to avoid blinking or otherwise briefly losing sight of the Angel. If no creature succeeds this saving throw, the Angel may immediately use Impossible Movement as a free action before the triggering action resolves. Blinded creatures, creatures fully facing away from the Angel, and creatures that have attacked a target other that the Angel this round automatically fail this save.

Through great mental effort, creatures with an Intelligence score of of 6 or greater may choose to attempt a DC15 Wisdom saving throw to resist this effect. On a successful save, the creature does not avert its gaze but suffers 13 (4d6) Psychic damage.

Innate Spellcasting. The Weeping Angel can cast the following spells innately, without requiring components.
2/day: Darkness

Speak Through Dead. The Weeping Angel can manipulate the consciousness of a creature it killed and use it to communicate. The Angel gains the Ability to speak all of the languages the creature knew in life, and perfectly imitates its voice.

Actions

Multiattack. The Weeping Angel can make two attacks with its Claw attack, or use its Banishing Touch once.

Claw. Melee Weapon Attack. +8 to hit, reach: 5ft., one target. Hit: 14 (3d6+4) Slashing damage.

Banishing Touch (Recharge 5 - 6). Melee Weapon Attack. +8 to hit, reach: 5ft., one target. Hit: 22 (5d8) Necrotic damage. The target must success on a DC 16 Constitution saving throw or be banished to a Plane of Existence of the Angels choosing. A creature can repeat the saving throw at the end of their turns to end this effect.
If the Angel has been reduced below its hitpoint maximum, each time a banished creature fails its saving throw at the end of their turn, the Angel consumes two of the available hit dice of that creature, and is healed for that amount of hitpoints.

Impossible Movement. If the Weeping Angel is unobserved, it can teleport along with any equipment it is wearing or carrying up to 80 feet to an unoccupied space it can see. Before or after teleporting, the Angel can make one attack. If the Angel has not used the entirety of its Impossible Movement by the end of its turn, it can choose to return its original position if it is 40 feet away or less, or move to an unoccupied space it can see within 40 feet. This is not considered magical.
