Amphibious. The dragon can breathe both air and water.
Multiattack. The makes three attacks: one with its bite and two with its claws.
Bite. Melee Weapon Attack: +13 to hit, reach 10 ft., one target. Hit: 19 (1d8 + 8) piercing damage.
Claw. Melee Weapon Attack: +13 to hit, reach 5 ft., one target. Hit: 15 (1d6 + 8) slashing damage.
Tail. Melee Weapon Attack: +13 to hit, reach 15 ft., one target. Hit: 17 (2d8 + 8) bludgeoning damage.
Water Blast (Recharge 3–6). The dragon spits out boiling water in a 60-foot line that is 5 feet wide. All creatures within the line must make a DC 18 Dex saving throw, taking (10d8) acid damage on a failed save, or half as much on a successful one. The water puts out any nonmagical flames within its area.
Bubble Shield (2/Day). The dragon creates a large water bubble around itself for the next two rounds. The bubble is a 30 foot radius sphere, which moves with the dragon. All enemy creatures are expelled from the bubble. The bubble has an AC of 12, 36 hit points and is resistant to fire and nonmagical ranged attacks, and vulnerable to lightning damage. All ally creatures inside the bubble can breathe normally underwater. If the bubble drops to 0 hit points, it pops, and any excess damage carries over to creatures that it was protecting. The bubble only provides physical protection, meaning spells or effects that can bypass barriers (such as a spell dealing psychic damage) are unaffected.
Hydrate. The dragon calls upon a shower of cool water to refresh itself and its allies. The dragon and all other creatures within a 10 foot radius have their exhaustion reduced by 2 levels. This action cannot be used underwater.
Description
Among the most graceful creatures in the water, these dragons are known for their somewhat timid nature, only attacking when they feel threatened. Their many fins perfectly resemble those of a giant fish, though they can also be mistaken for whales from a distance.

A Water Dragon’s Lair
Water dragons make their home in just about any large body of water, though they much prefer seas and oceans to rivers and lakes. Kelp forests, underwater caverns, and the deepest, most hidden parts of coral reefs are the places one is most likely to find a nest.
Lair Actions
On initiative count 20 (losing initiative ties), the dragon takes a lair action to cause one of the following effects:
- A strong current sweeps through the dragon's lair. All creatures must make a DC 18 Strength saving throw or be pushed 30 feet away from the dragon. A creature that has succeeded the saving throw is pushed 5 feet away.
- The dragon creates a whirlpool that is 5 feet wide at the bottom, 30 feet at the top, and 20 feet tall. All creatures within 10 feet of the whirlpool must make a DC 23 Strength saving throw, or be pulled into it. A creature inside the whirlpool uses actions and makes ability checks with disadvantage, and must spend all of it's movement trying to get out of the whirlpool, spending 10 feet of movement for every 5 feet it travels. The whirlpool lasts for 3 rounds.
