Legendary Resistance (4/Day). If the dragon fails a saving throw, it can choose to succeed instead.

Armor of Tiamat. The armor of Tiamat grants the following bonuses(included in statblock):
- Intelligence +4, Strength +4, Constitution +4, Wisdom +4, Dexterity +4
- Immunity to Stunned, Prone, Charmed, Fightened, and Poisoned conditions
- Immunity to poison. Immunity to Bludgeoning, Piercing and Slashing from Non-magical Attacks
- +5 to Armor Class, +2 to Proficiency, Truesight 30 ft
- Regeneration, Acceleration, and Magic Immunity Features
- Lightning breath is a 90 ft. cone instead of 120 ft. line
- Four attacks instead of three

Regeneration. Visuhar regains 25 hit points at the start of his turn.

Acceleration. Visuhar gets to take 3 total reactions per round instead of 1.

Magic Immunity. Unless he wishes to be affected, Visuhar is immune to spells of 4th level or lower. He has advantage against all other spells and magical effects.

Spellcasting. Visuhar is a 13th-level spellcaster. His spellcasting ability is Intelligence (spell save DC 22, +14 to hit with spell attacks). It has the following spells prepared:

Actions

Multiattack. The dragon can use its Frightful Presence. It then makes four attacks: one with its bite and three with its claws or storm torrent.

Bite. Melee Weapon Attack: +17 to hit, reach 15 ft., one target. Hit: 21 (2d10 + 10) piercing damage plus 11 (2d10) lightning damage.

Claw. Melee Weapon Attack: +17 to hit, reach 10 ft., one target. Hit: 17 (2d6 + 10) slashing damage.

Storm Torrent. Ranged Spell Attack: +14 to hit, range 120 ft., one target. Hit: 16 (2d8 + 7) lightning damage.

Frightful Presence. Each creature of the dragon's choice that is within 120 feet of the dragon and aware of it must succeed on a DC 19 Wisdom saving throw or become frightened for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature's saving throw is successful or the effect ends for it, the creature is immune to the dragon's Frightful Presence for the next 24 hours.

Lightning Breath (Recharge 5–6). The dragon exhales lightning in a 90-­-foot cone. Each creature in that cone must make a DC 23 Dexterity saving throw, taking 88 (16d10) lightning damage on a failed save, or half as much damage on a successful one.

Reactions

Arcana Overlord. When a creature within 60 feet of Visuhar casts a spell, he can use his reaction to make a storm torrent attack against that creature. If the attack is successful, the creature must then make a concentration check to finish casting.

Legendary Actions

The dragon can take 4 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature's turn. The dragon regains spent legendary actions at the start of its turn.

Detect. The dragon makes a Wisdom (Perception) check.

Storm Torrent. The dragon makes a storm torrent attack.

Wing Attack (Costs 2 Actions). The dragon beats its wings. Each creature within 15 feet of the dragon must succeed on a DC 24 Dexterity saving throw or take 16 (2d6 + 9) bludgeoning damage and be knocked prone. The dragon can then fly up to half its flying speed.

Cast Spell (Costs 2 Actions). Visuhar casts a spell of 4th level or lower.

Description

King Visuhar the Cunning
First of His Name, Ruler of Visarra, the Azure Avenger, the Defiler of Dynasties, Master of the Arcane. Using the remaining pieces of Tiamat’s armor, Visuhar had slain the twilight dragon, Barroth, on the Day of Storms. Present day, Visuhar has been missing for over 5 years.

Each piece of Tiamat's Armor grants +1 to AC as well as the abilities listed below:
Black Legs

  • Immunity to Prone, Stun

Lair and Lair Actions

After scouring the Feywild in search of a legendary flying castle. Visuhar has conquered and made it his own. Castle Ajax, bearing the symbol of the ram that mounts the world, is not bound by gravity or the planarverse. Bound only to its current master, the castle becomes one with the creature that rules it. If the master is banished, the castle and it's inhabitants are taken with it. The link between master and castle are so powerful, the master need only to mentally command it to move it, raise its defenses, or shift its plane.

Lair Actions

On initiative count 20 (losing initiative ties), the dragon takes a lair action to cause one of the following effects; the dragon can’t use the same effect two rounds in a row:

  • Chains from the walls and ceiling sprout forth around a creature Visuhar can see within 120 feet of him. The creature must succeed on a DC 15 Dexterity saving throw or take 14 (4d6) bludgeoning damage and be restrained. A creature can take an action to make a DC 15 Strength check, ending the restrained state on a success.
  • A cloud of magical darkness swirls about in a 20-foot-radius sphere centered on a point the dragon can see within 120 feet of it. The cloud spreads around corners. Each creature in the cloud must succeed on a DC 15 Constitution saving throw or be blinded for 1 minute. A creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
  • Lightning arcs, forming a 5-foot-wide line between two of the lair’s solid surfaces that the dragon can see. They must be within 120 feet of the dragon and 120 feet of each other. Each creature in that line must succeed on a DC 15 Dexterity saving throw or take 16 (3d10) lightning damage.
  • Lightning infuses with Visuhar, automatically recharging his breath weapon.

Regional Effects

The region containing a legendary blue dragon’s lair is warped by the dragon’s magic, which creates one or more of the following effects:

  • Thunderstorms rage within 6 miles of castle Ajax.
  • Dust devils scour the land within 6 miles of the lair. A dust devil has the statistics of an air elemental, but it can’t fly, has a speed of 50 feet, and has an Intelligence and Charisma of 1 (−5).
  • Hidden magical wards around Castle Ajax. A ward can be spotted from a safe distance with a successful DC 20 Wisdom (Perception) check. Otherwise, the first creature to step on the ward must succeed on a DC 17 Dexterity saving throw or take 5d8 force damage.

If the dragon dies, the dust devils disappear immediately, and the thunderstorms abate within 1d10 days. Any sinkholes remain where they are.
