Traits

Negative energy aura. All undead within 30ft of the aspect of Atropus gains immunity to being turned along with regaining 5 hit points at the start of their turn if they are not on 0 hit points. Any living creature within the aura instead takes 32 (5d12) necrotic damage and they must make a DC 27 Constitution saving throw or gain 2 levels of exhaustion. Any creature with more than 5 hit dice that dies due to the aura rises immediately as a specter taking their turn directly after the aspect of Atropus's turn. 

Tongues. The aspect of Atropus is constantly under the effects of a 9th level casting of the tongues spell. 

Create spawn. A huge or smaller creature slain by the aspect of Atropus's attacks is reborn as an angel of decay with none of its past abilities or memories. This occurs 1d4 rounds after the creature has been slain and they follow any order given by the aspect of Atropus. 

Divine scourge (Once/Day). As a bonus action the aspect of Atropus causes all clerics, paladins and celestial creatures within 100 miles of itself to become poisoned for the next 4 hours. Along with that all effected creatures must make a DC 27 Constitution saving throw or take 17 (6d6) necrotic damage, all these effects bypass any immunities and resistances said creatures might have to these effects. 

Anathematic secrecy. The aspect of Atropus is immune to any divination spells cast by any divine spellcasters even angels and gods. 

Nondetection. The aspect of Atropus is constantly under the effect of a 9th level casting of the nondetection spell. 

Legendary Resistance (3/Day). If the aspect of Atropus fails a saving throw, it can choose to succeed instead.

Magic Resistance. The aspect of Atropus has advantage on saving throws against spells and other magical effects.

Magic Weapons.  The aspect of Atropus’s weapon attacks are magical.

Immutable Form. The aspect of Atropus is immune to any spell or effect that would alter its form.

Regeneration. The aspect of Atropus regains 20 hit points at the start of its turn if it has at least 1 hit point remaining. 

Innate Spellcasting. The aspect of Atropus's innate spellcasting ability is Charisma (Dc 27, +19). It can innately cast the following spells, requiring no material or verbal components:

At will: Blight, Circle of Death, Create Undead (9th level)

3/day each:  Circle of Death (Casted as a bonus action), Meteor Swarm

1/day each: Symbol (Death only), Power word kill (effects all creatures within 10ft of the aspect of Atropus)

Actions

Multi attack. The aspect of Atropus makes two slam attacks. 

Draining slam. Melee Weapon Attack: +19 to hit, reach 20 ft., 1 target. Hit: 28 (4d8 + 10)  bludgeoning damage plus 14 (4d6) necrotic damage. If the target struct is a living creature they must make a DC 27 Constitution saving throw or have their Constitution stat reduced by 1d6. After that the target must make another DC 27 Constitution saving throw or gain a level of exhaustion. For every saving throw the target fails the aspect of Atropus gains 10 temporary hit points (maximum of 20 from one attack).  These effects last for 1 hour after being struct and the only other way to reverse these effects is to cast greater restoration at 7th level or higher on a afflicted creature. 

Legendary Actions

The aspect of Atropus can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time, and only at the end of another creature’s turn. The aspect of Atropus regains spent legendary actions at the start of its turn.

Attack. The aspect of Atropus makes one draining slam attack or uses one of its at will spells from its innate spellcasting. 

Wave of exhaustion (Costs 2 Actions). A grey wispy wave of negative energy wafts out in a 60ft cone from the aspect of Atropus. All living creatures within range must make a DC 27 Constitution saving throw or be under the effect of the slow spell until the end of the round and if a creature fails the save by more than 5 they gain a level of exhaustion. 

Call meteor shower (Costs 3 Actions). The aspect of Atropus sacrifices 50 of its hit points to call down a torrent of meteors. Each creature in a 100ft radius area within 500ft of the aspect of Atropus must make a DC 27 Dexterity saving throw or take 35 (10d6) bludgeoning damage and 35 (10d6) fire damage. On a successful saving throw a creature takes half damage, regardless the 100ft radius area now counts as difficult terrain for the next 10 minutes. 

Description

Atropus is as much a place as it is a being. It is a small moonlet spinning through the void, waiting to be ensnared by the pull of the planets it nears. To those on the surface of the chosen world, the elder evil appears as a speck in the sky. At night it is almost invisible, blending in with the darkness, but during twilight and dawn, it looks like a moving pinhole of darkness. As it draws closer and its sign intensifies, it grows, expanding from a tiny dot to a small disk until it dominates the sky. Pitted and slick with the black slime of the putrid amniotic fluid of its birth, it hangs above, always drifting away from the light of the sun and lurking overhead when the sun has fled. It has the appearance of a huge chunk of black stone, but from certain angles, it looks like a great hairless head, black eyes glassy and soulless. Atropus has no understandable personality and no inclinations other than craving the destruction of all living things. This rock is not uninhabited: Undead conjured from the darkest nightmares infest it. These horrors claim the craters for themselves, flitting through the shadows, ravenous for the energy of the living. The master of them all is the focus, an extension of Atropus’s will. The focus is a headless, human-shaped creature with flesh fossilized during Atropus’s endless roaming through the cosmos. Closer inspection reveals that its foul body shares the same hideous coating that wells up from the rents and fissures on the moonlet’s surface.

Calculated out to be actually cr 34 so if you wish add a +1 bonus to its proficiency and all abilities, skills and stats it applies too.
